According to the Vietnam Ministry of Planning and Investment’s Foreign Investment, as of the end of January 2017, Vietnam attracted 446 Thai direct investment projects totaling US$8 billion in registered capital. Thailand currently ranked 10th among the 116 foreign countries and territories investing in Vietnam and has become the third biggest ASEAN investor in the country, after Singapore and Malaysia.  The geographic distance between Thailand and Vietnam is short, and the two countries share cultural similarities. Both are members of ASEAN, providing Thai business with greater advantages

Vietnamese officials have affirmed many times that foreign direct investment, including investment from Thailand and ASEAN, is welcomed in Vietnam and the country is making every effort to create the most favorable conditions for them to develop their businesses.

Mr. Fred Burke is the Managing Partner of Baker & McKenzie in Vietnam. Mr. Burke has extensive experience in International Trade, WTO and Customs, M&A, Foreign Investment & Securities, Banking & Finance, International Employment, Real Estate, Construction/Projects, Taxation and Dispute Resolution.

Having served in the Firm's offices in New York, Shanghai and Hong Kong, Mr. Burke came to Vietnam in 1991, where he became the first American to study at the University of Ho Chi Minh City after 1975. He helped found the American Chamber of Commerce in Vietnam, served as Chairman and Board member of its Ho Chi Minh City chapter for many years. He serves on the Prime Minister's Advisory Council on Administrative Reform, he chairs the Investment and Trade Working Group of the Vietnam Business Forum, and he
has been recognized by the Ministry of Justice for his “Outstanding contributions in the field of international legal cooperation.”

Among his many other publications, Mr. Burke is the co-author of the Bloomberg/BNA Business Operations Portfolio for Vietnam ( since 2013), the author of the Guide to Vietnam Banking & Finance Law (2000), and the editor of the Indochina Law Quarterly (since 1991).

Mr. Burke is a graduate of Stanford University (B.A., with honors, 1981) and Columbia University's School of Law and School of International Affairs (M.I.P.A., 1986, J.D., 1987), and is admitted to the Bar in New York and Washington, D.C. He speaks English, Mandarin and Vietnamese.
